I live in Wellington NZ. It is 5am in the morning. I have been hearing this hum for some years now although I cannot pinpoint exactly when I first became aware of it. However in the last 12 months or so it has become quite persistent.

Our home is directly under a flight path to Wellington's airport and my first reaction was that it was a distant prop driven freight plane droning it's way through the night sky. But it is not. It continues for hours and hours. Mostly I am aware of it inside, although it is still detectable outside. It is more apparent some nights than others. At times it is remarkably loud to me and it amazes me that my partner cannot hear it. Nor can our tenants who live in an identical unit next door.

Industrial grade earmuffs only slightly dampen it, however strongly blocking the ears with fingers or something like blue-tack will completely block it. On calm still nights it will be louder, but right now for instance it is quite gusty outside, (Wellington is a very windy place) and it has been audible all night.

Sometimes I can hear it in the daytime too, but the generally higher background noise then makes it harder to hear.

I have an Engineering degree and I have worked for 35 years plus as an automation engineer. I have diligently thought this through and tried to identify or eliminate many possible sources for the sound. There are no probably machine sources within several km.

Fortunately it does not cause me much distress, although I can well see how it might drive some people nuts. On the other hand I am VERY curious to know what it is, and if I would prefer to stop it if I could.

[climate change] an alternative explanation

Military interest in space became intense during and after World War II because of the introduction of rocket science, the companion to nuclear technology. The early versions include the buzz bomb and guided missiles. They were thought of as potential carriers of both nuclear and conventional bombs.

Rocket technology and nuclear weapon technology developed simultaneously between 1945 and 1963. During this time of intensive atmospheric nuclear testing, explosions at various levels above and below the surface of the earth were attempted. Some of the now familiar descriptions of the earth's protective atmosphere, such as the existence of the Van Allen belts, were based on information gained through stratospheric and ionospheric experimentation.

The earth's atmosphere consists of the troposphere, from sea level to about 16 km above the earth's surface; the stratosphere (which contains the ozone level) which extends from about the 16 to 48 km above the earth; and the ionosphere which extends from 48 km to over 50,000 km above the surface of the earth.

The earth's protective atmosphere or "skin" extends beyond 3,200 km above sea level to the large magnetic fields, called the Van Allen Belts, which can capture the charged particles sprayed through the cosmos by the solar and galactic winds. These belts were discovered in 1958 during the first weeks of America's first satellite, Explorer I.

They appear to contain charged particles trapped in the earth's gravity and magnetic fields. Primary galactic cosmic rays enter the solar system from interstellar space, and are made up of protons with [medium] energies extending up to astronomically high energies.

They make up about 100 percent of the high energy rays. Solar rays are generally of lower energy. The high energy particles are affected by the earth's magnetic field and by geomagnetic latitude.

The Van Allen belts capture charged particles and these spiral along the magnetic force lines toward the polar regions where the force lines converge. They are reflected back and forth between the magnetic force lines near the poles.

The lower Van Allen Belt is about 7700 km above the earth's surface, and the outer Van Allen Belt is about 51,500 km above the surface. According to the Encyclopedia Britannica, the Van Allen belts are most intense along the equator, and effectively absent over the poles.

They dip to 400 km over the South Atlantic Ocean, and are about 1,000 km high over the Central Pacific Ocean.

Project Argus (1958)

Between August and September 1958, the US Navy exploded three fission type nuclear bombs 480 km above the South Atlantic Ocean, in the part of the lower Van Allen Belt closest to the earth's surface. In addition, two hydrogen bombs were detonated 160 km over Johnston Island in the Pacific. The military called this "the biggest scientific experiment ever undertaken."

It was designed by the US Department of Defense and the US Atomic Energy Commission, under the code name Project Argus. The purpose appeared to be to assess the impact of high altitude nuclear explosions on radio transmission and radar operations because of the electromagnetic pulse (EMP), and to increase understanding of the geomagnetic field and the behavior of the charged particles in it.

This gigantic experiment created new (inner) magnetic radiation belts encompassing almost the whole earth, and injected sufficient electrons and other energetic particles into the ionosphere to cause world wide effects. The electrons traveled back and forth along magnetic force lines, causing an artificial "aurora" when striking the atmosphere near the North Pole.

The US Military planned to create a "telecommunications shield" in the ionosphere, reported in the 13-20 August 1961 edition of Keesings Historisch Archief (K.H.A.). This shield would be created "in the ionosphere at 3,000 km height, by bringing into orbit 350,000 million copper needles, each 2-4 cm long [total weight 16 kg], forming a belt 10 km thick and 40 km wide, the needles spaced about 100 m apart."

This was designed to replace the ionosphere "because telecommunications are impaired by magnetic storms and solar flares." The US planned to add to the number of copper needles if the experiment proved to be successful. This plan was strongly opposed by the Intentional Union of Astronomers.

Project Starfish (1962)

On July 9, 1962, the US began a further series of experiments with the ionosphere. From their description: "one kiloton device, at a height of 60 km and one megaton and one multi-megaton, at several hundred kilometers height" (K.H.A., 29 June 1962). These tests seriously disturbed the lower Van Allen Belt, substantially altering its shape and intensity. "In this experiment the inner Van Allen Belt will be practically destroyed for a period of time; particles from the Belt will be transported to the atmosphere.

It is anticipated that the earth's magnetic field will be disturbed over long distances for several hours, preventing radio communication. The explosion in the inner radiation belt will create an artificial dome of polar light that will be visible from Los Angeles" (K.H.A. 11 May 1962). A Fijian Sailor, present at this nuclear explosion, told me that the whole sky was on fire and he thought it would be the end of the world. This was the experiment which called forth the strong protest of the Queen's Astronomer, Sir Martin Ryle in the UK.

"The ionosphere [according to the under-standing at that time] that part of the atmosphere between 65 and 80 km and 280- 320 km height, will be disrupted by mechanical forces caused by the pressure wave following the explosion. At the same time, large quantities of ionizing radiation will be released, further ionizing the gaseous components of the atmosphere at this height. This ionization effect is strengthened by the radiation from the fission products...

The lower Van Allen Belt, consisting of charged particles that move along the geomagnetic field lines... will similarly be disrupted. As a result of the explosion, this field will be locally destroyed, while countless new electrons will be introduced into the lower belt" (K.H.A. 11 May 1962).

"On 19 July... NASA announced that as a consequence of the high altitude nuclear test of July 9, a new radiation belt had been formed, stretching from a height of about 400 km to 1600 km; it can be seen as a temporary extension of the lower Van Allen Belt" (K.H.A. 5 August 1962).

As explained in the Encyclopedia Britannica: "... Starfish made a much wider belt [than Project Argus] that extends from low altitude out past L=3 [i.e. three earth radiuses or about 13,000 km above the surface of the earth]."

Later in 1962, the USSR undertook similar planetary experiments, creating three new radiation belts between 7,000 and 13,000 km above the earth. According to the Encyclopedia, the electron fluxes in the lower Van Allen Belt have changed markedly since the 1962 high- altitude nuclear explosions by the US and USSR, never returning to their former state.

According to American scientists, it could take many hundreds of years for the Van Allen Belts to destabilize at their normal levels. (Research done by: Nigel Harle, Borderland Archives, Cortenbachstraat 32, 6136 CH Sittard, Netherlands.)
SPS: Solar Power Satellite Project (1968)

In 1968 the US military proposed Solar Powered Satellites in geostationary orbit some 40,000 km above the earth, which would intercept solar radiation using solar cells on satellites and transmit it via a microwave beam to receiving antennas, called rectennas, on earth. The US Congress mandated the Department of Energy and NASA to prepare an Environmental Impact Assessment on this project, to be completed by June 1980, and costing $25 Million.

This project was designed to construct 60 Solar Powered Satellites over a thirty year period at a cost between $500 and $800 thousand million (in 1968 dollars), providing 100 percent of the US energy needs in the year 2025 at a cost of $3000 per kW.

At that time, the project cost was two to three times larger than the whole Department of Energy budget, and the projected cost of the electricity was well above the cost of most conventional energy sources. The rectenna sites on earth were expected to take up to 145 square kilometers of land, and would preclude habitation by any humans, animals or even vegetation. Each Satellite was to be the size of Manhattan Island.

Saturn V Rocket (1975)

Due to a malfunction, the Saturn V Rocket burned unusually high in the atmosphere, above 300 km. This burn produced "a large ionospheric hole" (Mendillo, M. Et al., Science p. 187, 343, 1975). The disturbance reduced the total electron content more than 60% over an area 1,000 km in radius, and lasted for several hours. It prevented all telecommunications over a large area of the Atlantic Ocean.

The phenomenon was apparently caused by a reaction between the exhaust gases and ionospheric oxygen ions. Between 1975 and 1981 NASA and the US Military began to design ways to test this new phenomena through deliberate experimentation with the ionosphere.

SPS Military Implications (1978)

Early review of the Solar Powered Satellite Project began in around 1978, and I was on the review panel. Although this was proposed as an energy program, it had significant military implications.

One of the most significant, first pointed out by Michael J. Ozeroff, was the possibility of developing a satellite-borne beam weapon for anti-ballistic missile (ABM) use. The satellites were to be in geosynchronous orbits, each providing an excellent vantage point from which an entire hemisphere can be surveyed continuously.

It was speculated that a high-energy laser beam could function as a thermal weapon to disable or destroy enemy missiles. There was some discussion of electron weapon beams, through the use of a laser beam to preheat a path for the following electron beam.
The SPS was also described as a psychological and anti- personnel weapon, which could be directed toward an enemy. If the main microwave beam was redirected away from its rectenna, toward enemy personnel, it could use an infrared radiation wave- length (invisible) as an anti-personnel weapon.

It might also be possible to transmit high enough energy to ignite combustible materials. Laser beam power relays could be made from the SPS satellite to other satellites or platforms, for example aircraft, for military purposes.

One application might be a laser powered turbofan engine which would receive the laser beam directly in its combustion chamber, producing the required high temperature gas for its cruising operation. This would allow unlimited on-station cruise time. As a psychological weapon, the SPS was capable of causing general panic

The SPS would be able to transmit power to remote military operations anywhere needed on earth. The manned platform of the SPS would provide surveillance and early warning capability, and ELF linkage to submarines. It would also provide the capability of jamming enemy communications. The potential for jamming and creating communications is significant. The SPS was also capable of causing physical changes in the ionosphere.

President Carter approved the SPS Project and gave it the go- ahead, in spite of the reservations which many reviewers, myself included, expressed. Fortunately, it was so expensive, exceeding the entire Department of Energy budget, that funding was denied by the Congress. I approached the United Nations Committee on Disarmament on this project, but was told that as long as the program was called Solar Energy by the United States, it could not be considered a weapons project.

The same project resurfaced in the US under President Reagan. He moved it to the much larger budget of the Department of Defense and called it Star Wars. Since this is more recent history, I will not discuss the debate which raged over this phase of the plan.

By 1978, it was apparent to the US Military that communications in a nuclear hostile environment would not be possible using traditional methods of radio and television technology (Jane's Military Communications 1978). By 1982, GTE Sylvania (Needham Heights, Massachusetts) had developed a command control electronic sub-system for the US Air Force's Ground Launch Cruise Missiles (GLCM) that would enable military commanders to monitor and control the missile prior to launch both in hostile and non-hostile environments.

The system contains six radio subsystems, created with visible light using a dark beam (not visible) and is resistant to the disruptions experienced by radio and television. Dark beams contribute to the formation of energetic plasma in the atmosphere. This plasma can become visible as smog or fog. Some has a different charge than the sun's energy, and accumulates in places where the sun's energy is absent, like the polar regions in the winter.

When the polar spring occurs, the sun appears and repels this plasma, contributing to holes in the ozone layer. This military system is called: Ground Wave Emergency Network (GWEN). (See The SECOMII Communication System, by Wayne Olsen, SAND 78- 0391,Sandia Laboratories, Albuquerque, New Mexico, April 1978.) This innovative emergency radio system was apparently never implemented in Europe, and exists only in North America.

Orbit Maneuvering System (1981)

Part of the plan to build the SPS space platforms was the demand for reusable space shuttles, since they could not afford to keep discarding rockets. The NASA Spacelab 3 Mission of the Space Shuttle made, in 1981, "a series of passes over a network of five ground based observatories" in order to study what happened to the ionosphere when the Shuttle injected gases into it from the Orbit Maneuvering System (OMS).

They discovered that they could "induce ionospheric holes" and began to experiment with holes made in the daytime, or at night over Millstone, Connecticut, and Arecibo, Puerto Rico. They experimented with the effects of "artificially induced ionospheric depletions on very low frequency wave lengths, on equatorial plasma instabilities, and on low frequency radio astronomical observations over Roberval, Quebec, Kwajelein, in the Marshall Islands and Hobart, Tasmania" (Advanced Space Research, Vo1.8, No. 1, 1988).

Innovative Shuttle Experiments (1985)

An innovative use of the Space Shuttle to perform space physics experiments in earth orbit was launched, using the OMS injections of gases to "cause a sudden depletion in the local plasma concentration, the creation of a so called ionospheric hole." This artificially induced plasma depletion can then be used to investigate other space phenomena, such as the growth of the plasma instabilities or the modification of radio propagation paths.

The 47 second OMS burn of July 29, 1985, produced the largest and most long-lived ionospheric hole to date, dumping some 830 kg of exhaust into the ionosphere at sunset. A 6 second, 68 km OMS release above Connecticut in August 1985, produced an airglow which covered over 400,000 square km.

During the 1980's, rocket launches globally numbered about 500 to 600 a year, peaking at 1500 in 1989. There were many more during the Gulf War. The Shuttle is the largest of the solid fuel rockets, with twin 45 meter boosters. All solid fuel rockets release large amounts of hydrochloric acid in their exhaust, each Shuttle flight injecting about 75 tons of ozone destroying chlorine into the stratosphere. Those launched since 1992 inject even more ozone-destroying chlorine, about 187 tons, into the stratosphere (which contains the ozone layer).

Mighty Oaks (1986)

In April 1986, just before the Chernobyl disaster, the US had a failed hydrogen test at the Nevada Test Site called Mighty Oaks. This test, conducted far underground, consisted of a hydrogen bomb explosion in one chamber, with a leaded steel door to the chamber, two meters thick, closing within milliseconds of the blast. The door was to allow only the first radioactive beam to escape into the "control room" in which expensive instrumentation was located. The radiation was to be captured as a weapon beam.

The door failed to close as quickly as planned, causing the radioactive gases and debris to fill the control room, destroying millions of dollars worth of equipment.

The experiment was part of a program to develop X-ray and particle beam weapons. The radioactive releases from Mighty Oaks were vented, under a "licensed venting" and were likely responsible for many of the North American nuclear fallout reports in May 1986, which were attributed to the Chernobyl disaster.

Desert Storm (1991)

According to Defense News, April 13 - 19, 1992, the US deployed an electromagnetic pulse weapon (EMP) in Desert Storm, designed to mimic the flash of electricity from a nuclear bomb. The Sandia National Laboratory had built a 23,000 square meter laboratory on the Kirkland Air Force Base, 1989, to house the Hermes II electron beam generator capable of producing 20 Trillion Watt pulses lasting 20 billionths to 25 billionths of a second.

This X-ray simulator is called a Particle Beam Fusion Accelerator. A stream of electrons hitting a metal plate can produce a pulsed X-ray or gamma ray. Hermes II had produced electron beams since 1974. These devices were apparently tested during the Gulf War, although detailed information on them is sparse.

High Frequency Active Auroral Research Program, HAARP (1993)

The HAARP Program is jointly managed by the US Air Force and the US Navy, and is based in Gakona, Alaska. It is designed to "understand, simulate and control ionospheric processes that might alter the performance of communication and surveillance systems." The HAARP system intends to beam 3.6 Gigawatts of effective radiated power of high frequency radio energy into the ionosphere in order to:

• Generate extremely low frequency (ELF) waves for communicating with submerged submarines
• Conduct geophysical probes to identify and characterize natural ionospheric processes so that techniques can be developed to mitigate or control them
• Generate ionospheric lenses to focus large amounts of high frequency energy, thus providing a means of triggering ionospheric processes that potentially could be exploited for Department of Defense purposes
• Electron acceleration for infrared (IR) and other optical emissions which could be used to control radio wave propagation properties
• Generate geomagnetic field aligned ionization to control the reflection/scattering properties of radio waves
• Use oblique heating to produce effects on radio wave propagation, thus broadening the potential military applications of ionospheric enhancement technology.

Poker Flat Rocket Launch (1968 to Present)

The Poker Flat Research Range is located about 50 km North of Fairbanks, Alaska, and it was established in 1968. It is operated by the Geophysical Institute with the University of Alaska Fairbanks, under NASA contract. About 250 major rocket launches have taken place from this site, and in 1994, a 16 meter long rocket was launched to help NASA "understand chemical reactions in the atmosphere associated with global climate change."

Similar experiments, but using Chemical Release Modules (CRM), have been launched from Churchill, Manitoba. In 1980, Brian Whelan's "Project Waterhole" disrupted an aurora borealis, bringing it to a temporary halt. In February 1983, the chemical released into the ionosphere caused an aurora borealis over Churchill.

In March 1989, two Black Brant X's and two Nike Orion rockets were launched over Canada, releasing barium at high altitudes and creating artificial clouds. These Churchill artificial clouds were observed from as far away as Los Alamos, New Mexico.

The US Navy has also been carrying on High Power Auroral Stimulation (HIPAS) research in Alaska. Through a series of wires and a 15 meter antenna, they have beamed high intensity signals into the upper atmosphere, generating a controlled disturbance in the ionosphere. As early as 1992, the Navy talked of creating 10 kilometer long antennas in the sky to generate extremely low frequency (ELF) waves needed for communicating with submarines.

Another purpose of these experiments is to study the Aurora Borealis, called by some an outdoor plasma lab for studying the principles of fusion. Shuttle flights are now able to generate auroras with an electron beam.

On November 10, 1991, and aurora borealis appeared in the Texas sky for the first time ever recorded, and it was seen by people as far away as Ohio and Utah, Nebraska and Missouri. The sky contained "Christmas colors" and various scientists were quick to blame it on solar activity.

However, when pressed most would admit that the ionosphere must have been weakened at the time, so that the electrically charged particle hitting the earth's atmosphere created the highly visible light called airglow.

These charged particles are normally pulled northwards by the earth's magnetic forces, to the magnetic north pole. The Northern Lights, as the aurora borealis is called, normally occurs in the vortex at the pole where the energetic particles, directed by the magnetic force lines, are directed.

Conclusions

It would be rash to assume that HAARP is an isolated experiment, which would not be expanded. It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere.

It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature. The military implications of combining these projects is alarming.
Integral to this project is control of communications, both disruption and reliability in hostile environments. The power wielded by such control is obvious.

The ability of the HAARP / Spacelab/ rocket combination to deliver a large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, is frightening.

The project is likely to be "sold" to the public as a space shield against incoming weapons, or, for the more gullible, a device for repairing the ozone layer.

A smile flickered over his drawn face. "I'm not mad - yet. Say, sir, I've been watching you, and I reckon you're a cool customer. I reckon, too, you're an honest man and not afraid of playing a bold hand. I'm going to confide in you. I need help worse than any man ever needed it, and I want to know if I can count you in."

"Get on with your yarn," I said, "and I'll tell you."

He seemed to brace himself for a great effort, and then started on the queerest rigmarole. I didn't get hold of it at first, and I had to stop and ask him questions. But here is the gist of it:

He was an American, from Kentucky, and after college, being pretty well off, he had started out to see the world. He wrote a bit, and acted as war correspondent for a Chicago paper, and spent a year or two in South-Eastern Europe. I gathered that he was a fine linguist, and had got to know pretty well the society in those parts. He spoke familiarly of many names that I remembered seeing in the newspapers.

He had played about with politics, he told me, at first for the interest of them, and then because he couldn't help himself. I read him as a sharp restless fellow, who always wanted to get down to the roots of things - he got a little further down than he wanted.

I am giving you what he told me as well as I could make it out. Away behind all the Governments and the armies there was a big subterranean movement going on, engineered by very dangerous people. He had come on it by accident; it fascinated him; he went further, and then he got caught. I gathered that most of the people in it were the sort of educated anarchists that make revolutions, but that beside them there were financiers who were playing for money. A clever man can make big profits on a falling market, and it suited the book of both classes to set Europe by the ears.

He told me some queer things that explained a lot that had puzzled me —things that happened in the Balkan War, how one state suddenly came out on top, why alliances were made and broken, why certain men disappeared, and where the sinews of war came from. The aim of the whole conspiracy was to get Russia and Germany at loggerheads.

When I asked why, he said that the anarchist lot thought it would give them their chance. Everything would be in the melting-pot, and they looked to see a new world emerge. The capitalists would rake in the shekels, and make fortunes by buying up wreckage. Capital, he said, had no conscience and no fatherland. Besides, the Jew was behind it, and the Jew hated Russia worse than hell.

"Do you wonder?" he cried. "For three hundred years they have been persecuted, and this is the return match for the pogroms. The Jew is everywhere, but you have to go far down the backstairs to find him. Take any big Teutonic business concern. If you have dealings with it, the first man you meet is Prince von und zu Something, an elegant young man who talks Eton-and-Harrow English. But he cuts no ice.

If your business is big, you get behind him and find a prognathous Westphalian with a retreating brow and the manners of a hog. He is the German business man that gives your English papers the shakes.

But if you're on the biggest kind of job and are bound to get to the real boss, ten to one you are brought up against a little white-faced Jew in a bath-chair with an eye like a rattlesnake. Yes, sir, he is the man who is ruling the world just now, and he has his knife in the Empire of the Tsar, because his aunt was outraged and his father flogged in some one-horse location on the Volga."

I could not help saying that his Jew-anarchists seemed to have got left behind a little.

"Yes and no," he said. "They won up to a point, but they struck a bigger thing than money, a thing that couldn't be bought, the old elemental fighting instincts of man. If you're going to be killed you invent some kind of flag and country to fight for, and if you survive you get to love the thing.

Those foolish devils of soldiers have found something they care for, and that has upset the pretty plan laid in Berlin and Vienna. But my friends haven't played their last card by a long sight. They've gotten the ace up their sleeves, and unless I can keep alive for a month they are going to play it and win."

"But I thought you were dead," I put in.

"Mors janua vita," he smiled. [I recognised the quotation: it was about all the Latin I knew.]

If one can leave the Jews out of it, the remainder seems uncannily prophetic. Further, on this theme: Andrew Jackson tells Nicholas Biddle and the Bank of the United States in 1832: "You are a den of vipers! I intend to rout you out, and by the Eternal God I will rout you out. If the people only understood the rank injustice of our money and banking system, there would be a revolution before morning."

Just a few more quotes

John Ruskin, Professor of Fine Arts at Oxford University, in 1870, teaches “government should take control of all means of production and distribution … to place control of the government in the hands of a single man.” “My continual aim has been to show the eternal superiority of some men to others, sometimes even of one man to all others.”

President Woodrow Wilson, in 1913, publishes "The New Freedom": "Since I entered politics, I have chiefly had men's views confided to me privately. Some of the biggest men in the U.S., in the field of commerce and manufacturing, are afraid of somebody, are afraid of something. They know that there is a power somewhere so organized, so subtle, so watchful, so interlocked, so complete, so pervasive, that they had better not speak above their breath when they speak in condemnation of it."

Congressman Charles A. Lindbergh Sr. (who admittedly is hardly an authority – being somewhat suspect himself) warns: "This act [Fed Reserve] establishes the most gigantic trust on earth. When the President signs this act the invisible government by the monetary power, proven to exist by the Money Trust investigation, will be legalized … The worst legislative crime of the ages is perpetrated by this banking and currency Bill."

Sir Josiah Stamp, president of the Bank of England in the 1920s, remarked in 1937: "Banking was conceived in iniquity and was born in sin. The bankers own the earth; take it away from them but leave them the power to create deposits, and with a flick of a pen they will create enough deposits to buy it back again."

1916 – Wilson again: "I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated governments in the civilized world. Winston Churchill wrote in 1920: "From the days of Spartacus-Weishaupt to those of Karl Marx, to those of Trotsky, Bela Kun, Rosa Luxembourg, and Emma Goldman, this world wide conspiracy for the overthrow of civilization and for the reconstitution of society on the basis of arrested development, of envious malevolence and impossible equality, has been steadily growing.

It played a definitely recognizable role in the tragedy of the French Revolution. It has been the mainspring of every subversive movement during the nineteenth century, and now at last this band of extraordinary personalities from the underworld of the great cities of Europe and America have gripped the Russian people by the hair of their heads, and have become practically the undisputed masters of that enormous empire."

Every effort has been made by the Fed to conceal its powers but the truth is - the Fed has usurped the Government. It controls everything here and it controls all our foreign relations. It makes and breaks governments at will." Concerning the Great Depression and FDR's New Deal, he asserted: "It was no accident. It was a carefully contrived occurrence. The international bankers sought to bring about a condition of despair here so they might emerge as the rulers of us all."

Nov. 21, 1933 - In a letter to Col. Edward M. House, President Franklin Roosevelt writes: "The real truth of the matter is, as you and I know, that a financial element in the larger centers has owned the government since the days of Andrew Jackson."

October 28, 1939 - In an address by John Foster Dulles [later U.S. Secretary of State], he proposes that America lead the transition to a new order of less independent, semi-sovereign states bound together by a league or federal union.

"The Trilateral Commission doesn't run the world, the Council on Foreign Relations does that!" [Winston Lord, Assistant Secretary of State, the U. S. State Department.]

Critics will point out that though the three posts certainly draw attention to our current social ills and though it’s fairly clear that a ‘den of vipers’ runs the financial sector which regulates current human interaction and aspiration and though there are some very shady customers running the world’s governments, it is still not established that there is any sort of malevolent, sentient power coordinating it all.

I’d be the first to admit that but it has nothing to do with paucity of evidence – that is in abundance. It’s simply the time and effort drawing all the threads together from every field of human endeavour. Let’s look at one tiny portion – the field of mind control. Now why should we be talking about that at this conference? Well it's obvious. If, in fact, experimental MPD has been created and has been tight and hard and real enough for operational use by intelligence agencies for the last 50 years, then it is something of interest to the dissociative disorders field.

There is profound evidence in favour of the iatrogenic pathway to DID [and so] my only possible conclusion is yes, you can create full tilt DID artificially from ground zero. There is absolutely no limit on the quantity, complexity, reality, congruence and plausibility of false memories that you can insert into somebody's mind - wittingly or unwittingly.

They didn't tell me that in medical school. This is a little sub paradigm revolution in the DID field. There is a huge wealth of information, experimental information and clinical anecdotal information of DID that's been up and running and full tilt in the mental health field for 50 years now. This did not spring out of nowhere in 1980.

Bluebird and Artichoke were two programs that ran from 1951-53 and these were then rolled over into MKULTRA, which ran from 1953 to 1963 and then there are 149 sub-projects. That was then administratively rolled over into MKSEARCH which ran until 1973. Contiguously with that, and in collaboration with Edgeware Arsenal, was MKNAOMI, which involved MKULTRA, ARTICHOKE and BLUEBIRD type research done abroad.

Nationally, it all ran from 1953 to 1970. This involved hallucinogens, hypnosis and so on. STARGATE has just recently declassified E.S.P., paranormal, remote viewing, military use of telekinesis type research that was done from an uncertain start date up until 1984.

The claim of the intelligence community was that all this mind control research was stopped in 1973 due to Senate scrutiny. One of the MKULTRA sub-projects is on the paranormal, E.S.P. and using E.S.P. for covert operations purposes. That element of MKULTRA didn't stop in 1973. We now know from the CIA itself that it ran on at least until 1984. My position is that it is simply implausible that this stuff isn't ongoing up to the present.

In MKULTRA there were 149 different sub-projects and these were not in obscure little corners of the world. The American Psychological Association, the Butler Hospital Health Centre, which is part of Harvard, Children's International Summer Village ... this is a charming place ... this is a project involving a study of children at an international summer camp aged 11 and the study of how children who don't share a common language communicate – these were all involved.

This will give you a feel for who is involved in this stuff: Columbia University, Cornell, Denver, Emory, Florida, George Washington, Harvard, Houston, Illinois, Indiana Universities, Johns Hopkins, University of Minnesota, New Jersey Reformatory, Bordentown in Tennessee ... Ohio, University of Pennsylvania, Penn State, Princeton, Stanford, a couple of universities in Texas, Wisconsin, the Bureau of Narcotics. Eli Lilly was the big supplier of LSD to the CIA.

Those of you who can remember the sixties might remember the British rock group, The Animals. They had a song called "The Girl Named Sandoz". Sandoz was the employer of Hoffman who discovered LSD in the forties, and Sandoz was the original supplier of LSD to the CIA and the military in the 1950's and they contracted with Eli Lilly to become the developer.

So these contracts ... McGill, NIH, NIMH, National Philosophical Society ... everything and everybody gets in on the act a little. These were the major players in North American psychiatry and psychology, who were receiving this kind of funding: The Office of Naval Research, the Worcester Foundation for Experimental Biology ... all kinds of different agencies and groups. MKSEARCH was the one that MKULTRA was rolled into. New Jersey Neuropsychiatric, Vacaville State Prison.

[Some were] TS - top secret cleared, UW means unwitting because this money was usually put through a funding front. Most of the people you haven't heard of - like James Hamilton, Harold Abramson, Carl Pfeiffer. Some of these people might sound a little familiar ... Louis Jolyon West at UCLA, Ewen Cameron who was at McGill, he's been written about a lot, and yes - even Carl Rogers, of Rogerian psychotherapy fame. These people were at University of Oklahoma. Four of the MKULTRA sub-projects were on children and all of the investigators for those were UW unwitting.

Dr. Ewen Cameron, who conducted CIA funded experiments on his psychiatric patients at the Allen Memorial Psychiatric Institute in Montreal, was the target of two lawsuits against the CIA and the Canadian government by his psychiatric patients, who had been unwittingly involved in his experiments, which involved electroshock, sensory deprivation, psychic driving, and drugs, reportedly in an effort to wipe out a person.

Martin Orne had top secret clearance status. Maitland Baldwin did stuff on monkey brains. George White was a CIA career officer who constructed safe houses in San Francisco and New York, where people were recruited off the streets to have sex with prostitutes and were given LSD and other drugs without them knowing it. The rationale for this was that they were attempting to study the reaction of unwitting subjects in civilian settings to mind control drugs. An alternative hypothesis to this was that they were actually testing Manchurian candidate prostitute performance.

Harold Wolff was at Cornell. Raymond Prince I have corresponded with. He was unwitting, R. Gordon Watson - I was a little bit unhappy to see him on the list, but relieved to see he was unwitting, John Mulholland is actually a magician. There's somebody you have probably heard of. His name is B.F. Skinner. You get the gist ... there were a lot of different sub-projects, a lot of different investigators all over mainstream academia.

Now I am going to jump to [this] - that MPD has been created by the CIA and the military since WWII. The first stop off point is a publication called "Science Digest, April 1971", the author is G.H. Estabrooks. The article is called "Hypnosis Comes of Age" 1971. When you go to page 48, he says the following:

"One of the most fascinating but dangerous applications of hypnosis is its use in military intelligence. This is a field with which I am familiar through formulating guidelines for the techniques used by the United States in two world wars."

Now the only question becomes 'Is Estabrooks some sort of kook'? So let's take a look at who G.H. Estabrooks is. Estabrooks' personal papers are all at Colgate College in Hamilton in Upper State New York. He was born in Newfoundland in Canada, he's a Rhodes Scholar. So is he just an isolated kook, or is he connected in any way?

I notice in one of Martin Orne's papers that he has referenced G.H. Estabrooks' 1942 textbook and Estabrooks edited a book to which Martin Orne contributed a chapter. Also connected were E. R. Hilgard, author of the NeoDissociation Book which is a foundation of the entire field here, Ron Shore, C.M.R. Fisher, Wolberg, Milton Erickson.

“War Department, Office of the Secretary, Washington, D.C., dated February 20, 1942 the name of George H. Estabrooks, Nature of Action, Accepted Appointment. Expert Consultant to the Secretary of War” Estabrooks received a letter from the Navy Department, Naval Research Laboratory, Washington, D.C. From the Director of Naval Research Laboratory to Professor G.H. Estabrooks via Inspector of Naval Materials, Syracuse, New York. Subject: Information on Military Uses of Hypnosis; Request for:

"The Naval Research Laboratory has received a request for information regarding the possible military uses of hypnosis. This request comes from a Naval Officer who is primarily interested in hypnosis as a possible facilitator of training, but also wishes to know about any other uses, which may have been tested. Members of the Psychology Branch of this Laboratory have discussed the matter informally with several psychologists versed in hypnosis, including Dr. Robert White of Harvard University. Dr. White thought that you had done some experimental work on a person during the war and requested that the Naval Research Laboratory communicate with you. If you have done any work along this line, would you please let us know the purpose and results of your investigations."

Is there any other correspondence? Yes - massive correspondence between J. Edgar Hoover and Estabrooks from July 12, 1939. There are visits of FBI personnel, including FBI psychological warfare personnel attending various workshops and symposia of Estabrooks and there is discussion of offensive uses of hypnosis in clandestine operations. So, from this, I conclude that probably G.H. Estabrooks actually did create MPD in World War II and that an awful lot of people knew about it.

In "Man, the Mechanical Misfit" written by George H. Estabrooks, he described a technical innovation in an 11 year old boy who had brain electrodes implanted for non therapeutic reasons. Jose Delgado had figured out how to have a remote transmitter without a direct wire connection. He described pushing a button in this otherwise normal 11 year old boy's brain transmitter box and the boy started being confused about his identity, wondering whether he was a girl and talking about wanting to marry Jose Delgado. He pushed another button, and this behaviour stopped.

Now some notes on Operation Artichoke - SI&H Experimentation and Research in Building 13:

"Agents might be given cover stories under hypnosis and not only learn them faultlessly, but believe them. Every detail could be made to sink in. The conviction and apparent sincerity with which an individual will defend a false identity, given as post-hypnotic suggestion is almost unbelievable. One's memory for detail under such conditions appears to be boundless.

Hypnosis would [enable] recruitment and handling of high level political action agents. Convictions could be reinforced, political courses suggested, appointments influenced … Double agents could be both discovered and used with a much higher degree of assurance if hypnotic control sufficient to permit regression were operative. There is also the possibility that such persons could be used under control much stronger than any we now possess."

This involves the use of sodium amytal and hypnosis for the creation of amnesia barriers and deliberate insertion of false memories. Next:

"To Director of Security Via Deputy Director of Security Via Chief Security Research Staff: Report of Artichoke Operations 20-23 January 1955. Between Thursday 20 January and Sunday 23 January 1955 … In the opinion of Team Members, the Artichoke operation was successful. Details follow. It should be noted at this point that because these operations were the first Artichoke Operations undertaken in the USA, which is a violation of the CIA's Charter, the full names of those participating are omitted from this report and will not be revealed without consent of the Security Office … For a matter of record, it should be noted that the subject was not a confinement problem, and has been at all times fully cooperative. Guard detail was not present in connection with the subject, except in a general sense.

The subject was informed in general terms that before being sent for further work it was necessary that certain tests be made on him physically and psychologically [and] hence a complete physical and psychological/psychiatric examination was acquired. Subject readily accepted this medical cover and the Artichoke technique was introduced easily and with the full consent of the subject.

Interrogation lasted until 12:25 am when all except the subject left the Operations Room … There was some nervousness present, it was not excessive. X stated he had given subject two grams of anibarbitol to assist him to sleep and it was later confirmed the subject had taken this prior to going to sleep. At 2:36 pm the first intravenous infusion began. Slow injections were continued until 2:46 pm when special recording and transmitting equipment was brought into the Operations Room.

A. 1st fantasy introduced. Results during this phase were good and subject had no control. B. 2nd fantasy introduced. Results were again very good. C. Following development of the fantasies as noted above, the subject was more or less directly interrogated. Results only fair, although subject had little control. Following the conclusion of the general discussion, all technical apparatus was removed from the premises, and all participating personnel left the area. Checks were made and apparently indicated that the subject, although not having specific amnesia for the Artichoke treatment, nevertheless was completely confused and his memory was vague and faulty."

The Intelligence Community itself was a polyfragmented entity. It worked as a Neural Network, with no Executive Host Function and these Old Boys talked to these Old Boys who knew this, who didn't know this, know that, it was this kind of Network Model. The major funding fronts for MKULTRA were the Human Ecology Foundation that Carl Rogers was on the Board of, the Josiah Macey Jr. Foundation, and the Geshickter Fund. Charles Geshickter was one of the MKULTRA contractors himself.

This Geshickter Fund was interesting. One of the MKULTRA projects that they funded was the construction of the Gorman Annex at the George Washington University Hospital in Washington, D.C. What was the Gorman Annex for? It was for mind control experimentation on terminal cancer patients. Three career officers and CIA biochemists were employed at the Gorman Annex. This is not completely above board and ethical behaviour.

Allen Dulles was the Director of the CIA from 1953 to 1961. In World War II he was employed by the OSS, run by Wild Bill Donovan. He was stationed in Switzerland and was working with the Russians against the Germans. In the last years of the War, the Cold War was already being planned out and set up by the Intelligence Agencies and it was apparent to the Intelligence Agencies that things were going to flip - that Germany would become the ally and Russia would become the enemy.

There was all this jockeying going on, all this intrigue, communications between the OSS and some of Hitler's generals. The spy whom Allen Dulles was fighting against was Reinhard Gehlen, head of German Intelligence on the Eastern Front. At the end of World War II, Allen Dulles recruited Reinhard Gehlen to become the Head of that Division of the CIA's operations against Russia.

Harold Wolff, Head of the Human Ecology Foundation, was a neurologist at Cornell. When Allen Dulles' son received a head wound in the Korean War, he was brought back to the USA and treated by Harold Wolff. You start to get a feel for why I call this an Old Boys' Network. Now for MKULTRA- a person who did and published a lot of hallucinogen research was Daniel Friedman, connected with Loretta Bender, Paul Hawk and Ewen Cameron, who had their obituaries in the American Journal of Psychiatry.

So these were revered people, who were being honoured posthumously by the flagship Journal of the American Psychiatric Association. This same Loretta Bender describes giving 150 mcg per day to children ages 7-11 years for days, weeks, months and in some cases, even years in a row. This would not get through an Ethics Committee.

Paul Hawk, at a CIA sponsored symposium on LSD, asked, “Anybody ever hear of a disorder called Borderline Personality Disorder?” Hawk and Pollett, in 1949 published in the Psychiatric Quarterly an article about Pseudo Neurotic Forms of Schizophrenia - these people are on the borderline between neurosis and schizophrenia. He did hallucinogen research in New York for the military, with one unfortunate side effect - he killed Harold Blauer, a tennis pro, in 1953, with an injection of mescaline and the family was eventually compensated for that.

Ewen Cameron, the founder of the World Psychiatric Association, funded through MKULTRA and Human Ecology Foundation by the Canadian military and the CIA, did LSD and other hallucinogen research and was successfully sued - he had already died and the CIA settled out of court with eight of his patients. One of his papers, published in the American Journal of Psychiatry is on Psychic Driving, another was on production of Differential Amnesia in Schizophrenia.

Linda McDonald, went to McGill to be treated for mild post-partum depression from March to early September, 1963. During the course of her hospitalization, she received 102 ECT treatments, using the Paige-Russell technique, in which the button was pushed 6x per treatment, instead of 1x. She also received about 80 days of barbiturate and neuroleptic induced sleep. She was regressed back to incontinence of urine, incontinent of faeces, total disorientation, then sent home. She neuropsychologically pulled out of this over months but couldn't remember anything from the time she left the hospital back to birth. So this was research in producing specific amnesias and global amnesia.

In the Senate Committee Hearings in the 1970's on MKULTRA, John Gittinger, head Ph.D. psychologist in MKULTRA testified that the creation of Manchurian Candidates and the movie, The Manchurian Candidate, were just fiction, ridiculous and had never been done. Estabrooks, meanwhile, was creating Manchurian Candidates and writing about it.

Martin Orne - his basic position, argued at many conferences, was that MPD was created by the therapist himself. Now why would Martin Orne think this, as a CIA funded hypnotherapist? Martin Orne was on the Scientific Advisory Board of the False Memory Syndrome Foundation, as was Richard Ofshe, an expert on coercive mind control and cult persuasion techniques.

In his book, "Making Monsters", Ofshe ridiculed nuts who believed that the CIA had been creating MPD. Next there was Joly West, funded under MKULTRA to study the psychobiology of dissociation. He was also the only person to ever kill an elephant, at Oklahoma City Zoo, with LSD. Joly West started his professional career interviewing American pilots who had come back from Korea, having been captured and brainwashed by the Communist Chinese.

Margaret Singer, who wrote the book, "Cults in Our Midst" which is the foundation of the iatrogenic pathway to DID, had TS clearance to interview these pilots as well. Margaret Singer published with Jolyn West and with Richard Ofshe,.

False Memory Syndrome Foundation - Paul McHugh was Chairman of Psychiatry at Johns Hopkins. He said that 100% of cases of DID are iatrogenic and that all DID Units should shut down, and he was on the Advisory Board of the FMSF. When he was in the military he did research connected to Walter Reed Hospital, major site for military intelligence work, connected with mind control. A prior Chairman of Psychiatry at Johns Hopkins, named James Whitehorn, was on the Advisory Board of the Human Ecology Foundation.

The relations between the Cult Awareness Network and the FMSF Scientific Advisory Board - Joly West was on the Boards of CAN and FMSF and was connected to the CIA. Margaret Singer was connected to Joly West and Richard Ofshe. Margaret Singer and Joly West were on the Board of CAN and Richard Ofshe was on the Board of FMSF. Joly West and Margaret Singer worked for Air Force Intelligence.

Leo Ryan is the Congressman who was killed at the airport in Jonestown at the same time as the mass suicide there. His daughter, Patricia Ryan, is very active in CAN and recently received a Leo Ryan Award. CAN is interested in destructive cults and coercive persuasion.

Who is Robert Heath? He did brain electro implant research for the CIA for non-therapeutic purposes, using psyllicibin, mescaline, LSD, and other chemicals in conjunction. In one of his papers, he thanks Harold Lief for referring one of his brain electrode implant research subjects. Harold Lief is on the Advisory Board of the FMSF, and in fact, was personal psychiatrist to the Freyd family.

Patty Hearst, college student and daughter of Randolph Hearst, was captured by the SLA at gunpoint with submachine guns, kept locked in a closet for 42 days, and subjected to systematic coercive brainwashing and mind control techniques, until she adopted a new identity named "Tanya" and lost all emotional connectedness to her prior life and her parents. She participated in the robbing of a bank and was found guilty.

The Free Patty Hearst Movement was headed by Leo Ryan, who was very active in getting clemency for her from the President.

Leo Ryan was corresponding directly with the CIA about some of its mind control research, receiving a reply to his enquiry from the Deputy Director of the CIA, dated 18 October 1978. He was also the father of pending legislation, by which all CIA covert operations would be subject to direct Congressional oversight from a budgetary point of view.

He was soon after killed at the airport near Jonetown.

We can start anywhere on this. We can connect Joly West to the CIA. Neale Birch was a CIA Officer of Naval Research and mind control consultant in Houston. Robert Heath was a CIA and military funded brain electrode researcher at Tulane. Well let's just go through this random assortment of individuals here. Robert Heath was doing brain electrode implant and other research for the CIA in Tulane. He published a paper with Bernie Saltzberg.

Bernie Saltzberg published with Neale Birch who was funded by the CIA and the military. Neale Birch published an edited book - contributor of a chapter in that book was Joly West who described the UCLA Violence Project in that book, edited by Neale Birch. Joly West interviewed Jack Ruby. Jack Ruby shot Lee Harvey Oswald. Okay well that's interesting.

Operation Paperclip was a project set up by the CIA and military intelligence to bring foreigners into the USA through a mechanism that routed them around the State Department, thereby avoiding any visa qualification unpleasantness. In Project Paperclip it is documented that scientists, film experts, ball bearing experts and people knowledgeable in lubricants and rockets were brought over, including Werner Von Braun, head of the V2 rocket program, created for Mittelwerk, whose labour was supplied from Camp Dora, where the American troops who liberated it found 6000 corpses.

Werner von Braun was documented as having been on site at Mittelwerk at least 20 times and having discussed conditions there. When workers would sometimes attempt to sabotage the rockets by urinating on a part or tampering with the rocket, the typical response was that the entire work crew would be instantly hung in their work tunnel.

Another person who was brought in through Paperclip or another related project was Albertus Stroekhold, regarded as the father of aviation medicine, with a library named after him at Lakland Air Force Base in San Antonio, Texas, honoured by the Daughters of the American Revolution for his contributions to Aviation Medicine and having had a once off state memorial day named after him.

People at his own administrative level in Germany, people who reported to him and people he reported to, were all tried and found guilty of war crimes at Nuremburg. He was not charged. The experiments that these people did included putting people in a pressure chamber and dropping the pressure instantly to about 60,000 feet, to simulate somebody being blown out of a cockpit as if he was a U.S. pilot. They would actually die or almost die in agony. Those who died would be submerged under water and their heads would be opened to determine whether there was an air emboli in their cerebral arteries.

Another experiment was for prisoners to be given forced feedings of seawater for days, which then would be doctored with various different substances to see if any of the substances would prevent any of the subjects from dying. These doctors were examined for suitability for entry to the U.S.A., by a team of psychiatrists including Ewen.

Let's look at temporal lobe epilepsy. Frank Irvin (who was recruited by Joly West for the UCLA Violence Project), together with Mark Sweet, wrote a book called "Violence and the Brain" in which they described doing brain electrode implants with people with temporal lobe epilepsy. One of their subjects had a very unusual form of temporal lobe epilepsy. He was driving a truck in Los Angeles and came to again in Phoenix. They called this temporal lobe epilepsy?

MKNaomi was conducted at Edgeware Arsenal where Amadeo Morazzi worked who did LSD research for the Air Force in Minnesota funded by Air Force Intelligence. Wagner Joreg, son of Wagner Joreg, who won the Nobel Prize for treating syphillis with malaria, came up to Edgeware Arsenal. He published research on antidotes to chemical warfare weapons saying that he regretted the extremely long period of time in which it was impossible to publish his research data. Frank Olson was killed because he jumped through a window because he took LSD mixed with Cointro by Sidney Gottlieb, administrative Head of MKULTRA, whom I talked to on the telephone.

His research assistant, Mary Ray was given a dose of experimental LSD, which resulted in an acute psychotic state for which she was admitted to hospital. She talked about a room that was involved in the LSD research called "The Leaf Room" so when you were on your LSD trip that was administered by Amadeo Morazzi you were taken into the Leaf Room which was a room where all surfaces of the room were covered with leaves.

Strangely, the CIA has been extremely helpful to me in my research, extremely polite and extremely courteous and when I went to the CIA Reading Room in Washington, it was a very unusual experience. I sat down and they brought in all the documents on a little cart and gave me 15-20 pencils beautifully sharpened, and a notepad and everything ... and there was a woman who was at least 80, if not 85, sitting there watching me all day.

My beef is not with the intelligence community itself or the CIA. It's with the psychiatrists and the psychologists who created a little loophole where they could step outside the normal ethical scruples, violate the Hippocratic Oath, get away with it, not talk about it, and this was kept under the carpet by this pervasive old boys’ network.

[mind games] mk-ultra and the development of mind control

On 28 November 1953, a delusional and depressed Dr Frank Olson threw himself out of the tenth floor window of his New York hotel. Olson was a long-serving scientist for the US Army's secretive Chemical Corps Special Operations Division, whose problems began at a meeting nine days earlier. The meeting had been orchestrated by Sidney Gottlieb, Head of the CIA's Technical Services Staff.

Unknown to those present at the meeting, Gottlieb had acquired a quantity of LSD and secretly wanted to test it. Spiking Olson's drink with the LSD, he passed the bottle around and sat back waiting for results. Olson, an outgoing personality who loved practical jokes, soon began to suffer jarring side effects. One of those present at the meeting, Ben Wilson, later recalled that Olson 'was psychotic'.

Gottlieb and his boss, the Director of Central Intelligence, Allen Dulles, initiated a 20-year cover-up of the circumstances surrounding Olson's death. At stake was the CIA's project, MK-ULTRA. The project had grown out of an earlier programme, known as Bluebird, that was officially formed to counter Soviet advances in brainwashing.

In reality the CIA had other objectives. An earlier aim was to study methods 'through which control of an individual may be attained'. The emphasis of experimentation was 'narco-hypnosis', the blending of mind altering drugs with careful hypnotic programming. Ever evolving, project Bluebird was later renamed Project Artichoke, after a vegetable that Dulles was particularly fond of. Artichoke was an 'offensive' programme of mind control that gathered together the intelligence divisions of the Army, Navy, Air Force and FBI.

The scope of the project was outlined in a memorandum dated January 1952 that ominously asked: "Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature such as self preservation?"

A CIA team was formed that could travel anywhere in the world. Their task was to test the new interrogation techniques, and ensure that victims would not remember being interrogated and programmed. Despite poor initial results, CIA-sponsored mind control programmes flourished. On 13 April 1953, the project MK-ULTRA was born.

Official CIA documents describe MK-ULTRA as an 'umbrella project' with 149 'sub-projects'. Many of these sub-projects dealt with testing illegal drugs for potential field use. Others dealt with electronics. One explored the possibility of activating 'the human organism by remote control'. Throughout, it remained a major goal to brainwash individuals to become couriers and spies without their knowledge.

When it was formed in 1947, the CIA was forbidden to have any domestic police or internal security powers. In short, it was authorized only to operate 'overseas'. From the very start MK-ULTRA staff broke this Congressional stipulation and began testing on unwitting US citizens. CIA Projects included, over the years: Artichoke, Bluebird, Pandora, Mk-Delta, Mk-Naomi, Mk-Action, Mk-Search and Mk-Ultra.

Precisely how extensive illegal testing became will never be known. Richard Helms, CIA Director and chief architect of the programme, ordered the destruction of all MK-ULTRA records shortly before leaving office in 1973. Despite these precautions, some documents were misfiled and came to light in the late 1970's. They laid bare the spy agency's cynicism.

One particularly project was run by Dr Harris Isabel, Director of the Public Service Hospital in Lexington, Kentucky - a facility specializing in drug abuse. Asked by the CIA to discover a range of 'synthetic' drugs, Isabel began experimenting on captive black inmates. He daily fed his guinea pigs large doses of LSD, mescaline, marijuana, scopolamine and other substances.

In exchange for participating in the experiments, the inmates received injections of high quality morphine, sometimes getting 'shot-up' three times a day, depending on their co-operation. Brought before the Senate subcommittees in 1975, Isabel saw no contradiction in providing hard drugs to the very addicts he was employed to cure.

Following public outrage, the CIA announced it had ceased its mind manipulation programmes. Victor Marchetti, a CIA veteran of 14 years who turned 'whistle-blower', exposed this to be untrue. In 1977, Marchetti said the CIA claims to have ceased were a cover story. Under scrutiny, the agency were quick to downplay the success of MK-ULTRA - claiming no real advances were achieved.

Miles Copeland, another long-serving CIA officer disputed this. Speaking to a reporter, Copeland revealed that 'the congressional subcommittee which went into this sort of thing only got the barest glimpse'. Another source within the intelligence community says that after 1963, CIA efforts increasingly focused on psychoelectronics. Narcohypnosis had been drained dry.

Dr Jose Delgado, a neurophysiologist at Yale University School, was especially interested in Electronic Stimulation of the Brain. By implanting a small probe into the brain, Delgado discovered that he could wield enormous power over his subject. Using a device he called the 'stimoceiver', which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions. These included rage, lust and fatigue.

During 1966, Delgado announced that his findings supported 'the distasteful conclusion that motion, emotion and behaviour can be directed by electrical forces'. He added that 'humans can be controlled like robots by push buttons'. Funded by the Office of Naval Research, Delgado looked forward to a future when society could be 'psychocivilised'.

Despite the miniaturization of implants, the next major advance forward was microwaves. By placing a volunteer in an electromagnetic field, Dr Ross Adey of the University of California, made a startling discovery. Using specific radio waves, Adey was able to influence his subjects' brainwaves.

Another scientist, Allen Frey, took this research a step further. Frey found he could remotely induce sleep in his subjects by subjecting them to electromagnetic waves. He also learned he could produce acoustic noises - booming, buzzing and hissing, directly inside a volunteer's head.

Continuing on from Frey's earlier work, Joseph Sharp, a doctor at the Walter Reed Army Institute of Research, was able to transmit spoken words via pulsed microwaves. Sitting inside an electromagnetic field, Sharp clearly heard and understood words transmitted to him by a colleague. For the medical profession this was a major breakthrough, and would be of immense benefit to the deaf.

The US military and intelligence community were quick to capitalize on these new discoveries. Secret research programmes on electromagnetics have never been made available under the Freedom of Information Act.

In 1974, J. F. Scapitz, a scientist funded by the Department of Defense, had a vision. He sought to combine earlier MK-ULTRA hypnosis studies with emerging microwave technologies. In an outline to the DoD, Scapitz said "It will be shown the spoken word of the hypnotist may be conveyed by modulated electromagnetic energy directly into the subconscious parts of the brain". He claimed this could be achieved without emplanting any technical devices for 'receiving or transcoding messages'.

For the first time, US agents had the ability to remotely tamper with an individual's mind. Scapitz went even further, claiming that this could be achieved without the target even becoming aware of what was happening.

Since then, little public information has been revealed in scientific literature, following the imposition of the strict security classification. Despite this, significant pieces of information - more usually from non-US sources - continue to be published. What is available paints a bleak picture.

Evidence exists that mind-control and behaviour modification technology is presently concealed behind Non Lethal Defense (NLD) initiatives. In an announcement in 1995 that non-lethal weapons - including high powered microwaves and radio frequency devices - are to be 'transited' to the law enforcement sector was met with dismay in some quarters.

This joint programme, known as 'Operations Other Than War', opens the way for the military to move into the civilian domain - a move precluded by the American constitution. The stated aim is to more effectively tackle narcotics trafficking, terrorism and other criminal activity.

Hypnosis Comes of Age by G. H. Estabrooks, PH.D. Science Digest April, 1971, pp. 44 – 50 [The terms DID (Dissociative Identity Disorder) and MPD (Multiple Personality Disorder) are used in these articles.]

Dr. Estabrooks is a Rhodes Scholar. He took his Doctorate at Harvard ('26), and has authored many articles and books on clinical hypnosis and human behavior.

“One of the most fascinating but dangerous applications of hypnosis is its use in military intelligence. This is a field with which I am familiar though formulating guide lines for the techniques used by the United States in two world wars. Communication in war is always a headache. Codes can be broken. A professional spy may or may not stay bought. Your own man may have unquestionable loyalty, but his judgment is always open to question.

The "hypnotic courier," on the other hand, provides a unique solution. I was involved in preparing many subjects for this work during World War II. One successful case involved an Army Service Corps Captain whom we'll call George Smith.

Captain Smith had undergone months of training. He was an excellent subject but did not realize it. I had removed from him, by post-hypnotic suggestion, all recollection of ever having been hypnotized.

First I had the Service Corps call the captain to Washington and tell him they needed a report of the mechanical equipment of Division X headquartered in Tokyo. Smith was ordered to leave by jet next morning, pick up the report and return at once. Consciously, that was all he knew, and it was the story he gave to his wife and friends.

Then I put him under deep hypnosis, and gave him -- orally -- a vital message to be delivered directly on his arrival in Japan to a certain colonel -- let's say his name was Brown -- of military intelligence. Outside of myself, Colonel Brown was the only person who could hypnotize Captain Smith. This is "locking."

I performed it by saying to the hypnotized Captain: "Until further orders from me, only Colonel Brown and I can hypnotize you. We will use a signal phrase 'the moon is clear.' Whenever you hear this phrase from Brown or myself you will pass instantly into deep hypnosis." When Captain Smith re-awakened, he had no conscious memory or what happened in trance. All that he was aware of was that he must head for Tokyo to pick up a division report.

On arrival there, Smith reported to Brown, who hypnotized him with the signal phrase. Under hypnosis, Smith delivered my message and received one to bring back. Awakened, he was given the division report and returned home by jet. There I hypnotized him once more with the signal phrase, and he spieled off Brown's answer that had been dutifully tucked away in his unconscious mind.

The system is virtually foolproof. As exemplified by this case, the information was "locked" in Smith's unconscious for retrieval by the only two people who knew the combination. The subject had no conscious memory of what happened, so could not spill the beans. No one else could hypnotize him even if he might know the signal phrase.

Not all applications of hypnotism to military intelligence are a tidy as that. Perhaps you have read The Three Faces of Eve. [Ross: Now here he makes a scholarly mistake because he's talking about Morton Prince's "The Dissociation of a Personality" but he refers to the book "The Three Faces of Eve".]

The book was based on a case reported in 1905 by Dr. Morton Prince of Massachusetts General Hospital and Harvard. He startled everyone in the field by announcing that he had cured a woman named Beauchamp of a split personality problem. Using post-hypnotic suggestion to submerge an incompatible, childlike facet of the patient, he'd been able to make two other sides of Mrs. Beauchamp compatible, and lump them together in a single cohesive personality.

Clinical hypnotists throughout the world jumped on the multiple personality bandwagon as a fascinating frontier. By the 1920's, not only had they learned to apply post-hypnotic suggestion to deal with this weird problem, but also had learned how to split certain complex individuals into multiple personalities like Jeckyl-Hydes.

The potential for military intelligence has been nightmarish. During World War II, I worked this technique with a vulnerable Marine lieutenant I'll call Jones. Under the watchful eye of Marine Intelligence I split his personality into Jones A and Jones B. Jones A, once a "normal" working Marine, became entirely different.

He talked communist doctrine and meant it. He was welcomed enthusiastically by communist cells, was deliberately given a dishonorable discharge by the Corps (which was in on the plot) and became a card-carrying party member. The joker was Jones B, the second personality, formerly apparent in the conscious Marine.

Under hypnosis, this Jones had been carefully coached by suggestion. Jones B was the deeper personality, knew all the thoughts of Jones A, was a loyal American, and was "imprinted" to say nothing during conscious phases.

All I had to do was hypnotize the whole man, get in touch with Jones B, the loyal American, and I had a pipeline straight into the Communist camp. It worked beautifully for months with this subject, but the technique backfired. While there was no way for an enemy to expose Jones' dual personality, they suspected it and played the same trick on us later.

The use of "waking hypnosis" in counter intelligence during World War II occasionally became so involved that it taxed even my credulity. Among the most complicated ploys used was the practice of sending a perfectly normal, wide awake agent into an enemy camp, after he'd been carefully coached in waking hypnosis to act the part of a potential hypnotism subject.

Trained in auto-suggestion, or self-hypnosis, such a subject can pass every test used to spot a hypnotized person. Using it, he can control the rate of his heartbeat, anesthetize himself to a degree against pain of electric shock or torture.

In the case of an officer we'll call Cox, this carefully prepared counterspy was given a title to indicate he had access to top priority information. He was planted in an international cafe in a border country where it was certain there would be enemy agents.

He talked too much, drank a lot, made friends with local girls, and pretended a childish interest in hypnotism. The hope was that he would blunder into a situation where enemy agents would kidnap him and try to hypnotize him, in order to extract information from him.

Cox worked so well that they fell for the trick. He never allowed himself to be hypnotized during seances. While pretending to be a hypnotized subject of the foe, he was gathering and feeding back information. Eventually, Cox did get caught, when he was followed to an information "drop." And this international group plays rough. The enemy offered him a "ride" at gunpoint. There were four men in the vehicle.

Cox watched for a chance, and found it when the car skirted a ravine. He leaped for the wheel, twisted it, and over the edge they went. Two of his guards were killed in the crash. In the ensuing scramble, he got hold of another man's gun, liquidated the remaining two, then hobbled across the border with nothing worse than a broken leg.

So much for the dark side...”

[mind games] psychiatrist under scrutiny again

The controversial Melbourne child psychiatrist, Dr Selwyn Leeks, faces a second investigation by the Victorian Medical Practitioners Board, as well as possible criminal charges in New Zealand.

Dr Leeks is already being investigated by the board following claims that he allowed children to be punished with electric shock treatment and pain-inducing injections while in charge of a psychiatric hospital unit in NZ in the 1970s.

Meanwhile, New Zealand's Crown Law Office is expected to decide soon whether to recommend police pursue charges against Dr Leeks and several former psychiatric hospital staff. Dr Leeks was in charge of Lake Alice hospital's child and adolescent unit near Palmerston North in New Zealand between 1972 and 1977.

A spokeswoman for the NZ police said the department had received complaints from 34 former Lake Alice residents and would determine its position in about two weeks.

The complaints include allegations of assault by staff, the use of electroconvulsive therapy and pain-inducing injections on children as well as sexual assault.

NZ Prime Minister Helen Clark apologised in 2001 to about 100 former Lake Alice patients and the Government paid $5.3 million in compensation to settle a class action.

Dr Leeks moved to Australia in 1978 after inquiries into his practices at Lake Alice hospital. One investigation found that a boy, 15, was given unmodified electric shocks against his will and without his parents or welfare officers knowing.

The inquiry found the boy had been dealt a grave injustice and that the treatment "may have been contrary to law".

Dr Leeks at the time defended his methods in a newspaper, saying his unit was full of murderers, rapists and liars. He had an open hand to do what he could with them because they were too much for social welfare institutions and too destructive for the Education Department.

When Dr Leeks came to Melbourne in 1978 he was the director of child psychiatry at a child guidance clinic. From 1982 to 1984 he lived in Canada, and returned to Melbourne in 1984 to establish a private practice in Cheltenham. In 1986, he worked as a part-time psychiatrist at the Children's Court outpatients clinic.

The woman who made the allegations of sexual misconduct told The Sunday Age that Dr Leeks had complained to her that he had been hounded by authorities in NZ. He said the children he had treated were feral and psychotic and were future murderers and thieves. Society would realise one day that he was ahead of his time.

The Victorian Medical Practitioners Board is reviewing complaints against Dr Leeks by 50 former patients.

1828 - Mayer Amschel Rothschild writes: "Allow me to issue and control the money of a nation, and I care not who writes the laws."

1829 - British Illuminist Frances "Fanny" Wright gives a series of lectures in the United States. She announces that various subversives and revolutionaries are to be united in a movement that will be called "Communism." She explains that the movement is to be made more acceptable to the public by professing to support "equal opportunity" and "equal rights."

1832 Jackson delivers his famous: "You are a den of vipers! I intend to rout you out, and by the Eternal God I will rout you out. If the people only understood the rank injustice of our money and banking system, there would be a revolution before morning."

1848 - Moses Mordecai Marx Levy writes "The Communist Manifesto." Marx is a member of an organization called the League of the Just, advocating not only economic and political changes but moral and spiritual changes as well. He believes the family should be abolished and that all children should be raised by a central authority. He expresses his attitude toward God by saying: "We must war against all prevailing ideas of religion, of the state, of country, of patriotism. The idea of God is the keynote of a perverted civilization. It must be destroyed."

1871 - Albert Pike, founder of the Klu Klux Klan, publishes his 861-page book "Morals and Dogma", intended only for Masonic eyes. He indicates that those in the lower ranks of Masonry are deliberately deceived by their superiors.

1875 - Russian occultist Helena Petrovna Blavatsky founds the Theosophical Society. Madame Blavatsky claims that Tibetan holy men in the Himalayas, whom she refers to as the Masters of Wisdom, communicated with her in London by telepathy. She insists that the Christians have it all backwards - that Satan is good and God is evil.

July 14, 1889 - Albert Pike writes to the 23 Supreme Masonic Councils of the world: "To you, Sovereign Grand Instructors General, we say this, that you may repeat it to the Brethren of the 32nd, 31st and 30th degrees: The Masonic religion should be, by all of us initiates of the high degrees, maintained in the purity of the Luciferian doctrine."

Feb. 5, 1891 – Cecil Rhodes joins a group from Oxford together with a similar group from Cambridge headed by social reformer William Stead. Rhodes and Stead are members of the inner "Circle of Initiates" of the secret society which they found. There is also an outer circle known as the "Association of Helpers."
1909-1913 - Lord Alfred Milner organizes the "Association of Helpers" into various Round Table Groups in the British dependencies and the United States.

Dec. 23, 1913 - The Federal Reserve was planned in 1910 on Jekyl Island, Georgia, by a group of bankers and politicians, including Col. House. Wilson’s adviser. The Federal Reserve Act, transferring the power to create money from the American government to a private group of bankers, is passed just before the Christmas break. Plank #5 of "The Communist Manifesto" had called for a central bank. America is transferred to a debt economy.

1916 President Woodrow Wilson writes: "I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men.

1917 V. I. Lenin writes: "There also exists another alliance - at first glance a strange one, a surprising one - but if you think about it, in fact, one which is well grounded and easy to understand. This is the alliance between our Communist leaders and your capitalists."

May 30, 1919 - Prominent British and American personalities establish the Royal Institute of International Affairs in England and the Institute of International Affairs in the U.S. at a meeting arranged by Col. House; attended by various Fabian socialists, including noted economist John Maynard Keynes.

1920 - Churchill writes his famous: "world wide conspiracy for the overthrow of civilization and for the reconstitution of society on the basis of arrested development, of envious malevolence and impossible equality" speech *

1928 - Louis T. McFadden, Chairman of the House Committee on Banking and Currency issues his warning: A super-state controlled by international bankers and international industrialists acting together to enslave the world for their own pleasure. After various attempts on his life, he is finally killed.

1921 - Col. House reorganizes the American branch of the Institute of International Affairs into the Council on Foreign Relations (CFR). For the past 60 years, 80% of the top positions in every administration - whether Democrat or Republican - have been occupied by members of this organization.

December 15, 1922 - The CFR endorses World Government in its magazine "Foreign Affairs." Author Philip Kerr states: "Obviously there is going to be no peace or prosperity for mankind as long as the earth remains divided into 50 or 60 independent states, until some kind of international system is created. The real problem today is that of world government."

1932 - "Plan for Peace" by American Birth Control League founder Margaret Sanger is published. She calls for coercive sterilization, mandatory segregation, and rehabilitative concentration camps for all "dysgenic stocks," including Blacks, Hispanics, American Indians and Catholics. The American Birth Control League eventually becomes Planned Parenthood.

1933 - "The Shape of Things to Come" by H. G. Wells is published. Wells predicts a second world war around 1940, originating from a German-Polish dispute. After 1945 there would be an increasing lack of public safety in "criminally infected" areas. The plan for the "Modern World State" would succeed on its third attempt, and come out of something that occurred in Basra, Iraq. The book also states: "Although world government had been plainly coming for some years, although it had been endlessly feared and murmured against, it found no opposition anywhere."

Nov. 21, 1933 - In a letter to Col. Edward M. House, President Franklin Roosevelt writes: "The real truth of the matter is, as you and I know, that a financial element in the larger centers has owned the government since the days of Andrew Jackson."

1934 - "The Externalization of the Hierarchy" is published by Alice Bailey, head of the Theosophical Society, channeled from a spirit guide, the Tibetan Master Djwahl Kuhl, forming the current New Age movement. She writes: "The hour for the ancient mysteries has arrived. These Ancient Mysteries were hidden in numbers, in ritual, in words, and in symbology; these veil the secret. There is no question therefore that the work to be done in familiarizing the general public with the nature of the Mysteries is of paramount importance at this time. These Mysteries will be restored to outer expression through the medium of the Church and the Masonic Fraternity." She further states: "Out of the spoliation of all existing culture and civilization, the new world order must be built."

The book is published by the Lucis Trust, incorporated originally in New York as the Lucifer Publishing Company. Lucis Trust is a United Nations NGO (Non-Governmental Organization) and has been a major player at the recent UN summits. Later, Assistant Secretary General of the U.N. Robert Muller would credit the creation of his World Core Curriculum for education to the underlying teachings of Djwahl Kuhl, via Alice Bailey's writings on the subject. The Lucis Trust until recently had a chapel within the confines of the UN HQ.

October 28, 1939 - In an address by John Foster Dulles [later U.S. Secretary of State], he proposes that America lead the transition to a new order of less independent, semi-sovereign states bound together by a league or federal union.

1939 – 45 - I. G. Farben, the German chemical cartel which manufactured the gas used in the extermination camps, was a subsidiary of the Rockefeller owned Standard Oil now known as Exxon.

1940 - "The New World Order" is published by the Carnegie Endowment for Peace and contains a select list of references on regional and world federation, together with some special plans for world order after the war.

June 28, 1945 - President Truman states: "It will be just as easy for nations to get along in a republic of the world as it is for us to get along in a republic of the United States."

October 24, 1945 - The United Nations Charter becomes effective.

July 1948 - Sir Harold Butler, in the CFR's "Foreign Affairs," sees "a New World Order" taking shape: "How far can the life of nations, which for centuries have thought of themselves as distinct and unique, be merged with the life of other nations? How far are they prepared to sacrifice a part of their sovereignty without which there can be no effective economic or political union?"

Feb. 7, 1950 - International financier and CFR member James Warburg tells a Senate Foreign Relations Subcommittee: "We shall have world government whether or not you like it - by conquest or consent."

Feb. 9, 1950 - The Senate Foreign Relations Subcommittee introduces Senate Concurrent Resolution #66 which begins: "Whereas, in order to achieve universal peace and justice, the present Charter of the United Nations should be changed to provide a true world government constitution." The resolution is introduced by Senator Glen Taylor (D-Idaho), who later states: "We would have to sacrifice considerable sovereignty to the world organization to enable them to levy taxes in their own right to support themselves."

April 12, 1952 - CFR member John Foster Dulles, [later Secretary of State], speaking before the American Bar Association in Louisville, Kentucky, says: "Treaty law can override the Constitution. [It] can take powers from the States and give them to the Federal Government or to some international body, and can cut across the rights given to the people by their constitutional Bill of Rights."

1952 - The World Association of Parliamentarians for World Government draws up a map designed to illustrate how foreign troops would occupy and police the six regions into which the United States and Canada will be divided as part of their world government plan.

Feb. 23, 1954 - Senator William Jenner of Indiana says before the U.S. Senate: "Today the path to total dictatorship in the United States can be laid by strictly legal means, unseen and unheard by Congress, the President, or the people. We have a well-organized political action group in this country, determined to destroy our Constitution and establish a one-party state. It has a foothold within our Government, and its own propaganda apparatus. One may call this group by many names. Some people call it socialism, some collectivism. I prefer to call it 'democratic centralism.'

The important point to remember about this group is not its ideology but its organization. It is a dynamic, aggressive, elite corps, forcing its way through every opening, to make a breach for a collectivist one-party state. It operates secretly, silently, continuously to transform our Government without our suspecting the change is underway. This secret revolutionary corps understands well the power to influence the people by an elegant form of brainwashing. We see this, for example, in the innocent use of words like 'democracy' in place of 'representative government.' "

1954 - Prince Bernhard of the Netherlands establishes the Bilderbergers, international politicians and bankers who meet secretly on an annual basis.

1959 - Norman Thomas, who six times was the candidate of the Socialist Party for President of the United States, observes: "The American people will never knowingly adopt Socialism, but under the name Liberalism they will adopt every fragment of the Socialist program until America will one day be a Socialist nation without knowing how it happened."

Nov. 25, 1959 - Council on Foreign Relations Study Number 7 calls for a "...new international order which must be responsive to world aspirations for peace, for social and economic change...an international order...including states labeling themselves as 'socialist' [communist]."

1959 - The World Constitution and Parliament Association is founded, which develops a "Diagram of World Government Under the Constitution for the Federation of Earth."

1961 - The U.S. State Department issues Document 7277, entitled "Freedom From War: The U.S. Program for General and Complete Disarmament in a Peaceful World." It details a three-stage plan to disarm all nations and arm the U.N. with the final stage in which "no state would have the military power to challenge the progressively strengthened U.N. Peace Force."

1962 - "The Future of Federalism" by Nelson Rockefeller claims that current events compellingly demand a "new world order." He says there is: "A fever of nationalism...but the nation-state is becoming less and less competent to perform its international political tasks...These are some of the reasons pressing us to lead vigorously toward the true building of a new world order...Sooner perhaps than we may realize...there will evolve the bases for a federal structure of the free world."

[This is the only one included in this article which cannot be incontrovertibly proven to have been said: Nov. 13, 1963 - It is alleged that just ten days prior to his assassination, President John F. Kennedy tells a Columbia University audience: "The high office of President has been used to foment a plot to destroy the Americans' freedom, and before I leave office I must inform the citizens of this plight."]

1966 - Professor Carroll Quigley, Bill Clinton's mentor at Georgetown University, authors "Tragedy and Hope" in which he states: "There does exist and has existed for a generation, an international network which operates, to some extent, in the way the radical right believes the Communists act. In fact, this network, which we may identify as the Round Table Groups, has no aversion to cooperating with the Communists, or any other groups, and frequently does so.

I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960s, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. I have objected, both in the past and recently, to a few of its policies, but in general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known."

1969 - A document entitled "Marriage and the Family" is published by the British Humanist Association stating that "some opponents of humanism have accused us of wishing to overthrow the traditional Christian family. They are right. That is exactly what we intend to do."

1970 - The U.S. Department of Defense appropriates [$2 million a year for five years for the "development of immune-system destroying agents for biological warfare." This virus, coincidentally, soon after entered the homosexual community via hepatitis vaccine and into Central Africa via smallpox vaccine.

1970 - Zbigniew Brzezinski [later Jimmy Carter's National Security Advisor] writes a book entitled "Between Two Ages." "Technology will make available to the leaders of major nations a variety of techniques for conducting secret warfare, of which only a bare minimum of security forces need be appraised. One nation may attack a competitor covertly...techniques of weather modification could be employed to produce prolonged periods of drought or storm, thereby weakening a nation's capacity and forcing it to accept the demands of the competitor."

If this last point is more than idle speculation, then it puts the current Climate Change debate in perspective and Tim Worstall’s debunking of the Stern Report may be correct.

April 1972 - In his keynote address to the Association for Childhood Education International, Chester M. Pierce, Professor of Education and Psychiatry in the Faculty of Medicine at Harvard University, proclaims: "Every child in America entering school at the age of five is insane because he comes to school with certain allegiances toward our founding fathers, toward his parents, toward a belief in a supernatural being. It's up to you, teachers, to make all of these sick children well by creating the international child of the future."

May 18, 1972 - In speaking of the coming world government, Roy M. Ash, Director of the Office of Management and Budget, declares that: "...within two decades the institutional framework for a world economic community will be in place...and aspects of individual sovereignty will be given over to a supernational authority."

1973 - International banker and member of the Council on Foreign Relations, David Rockefeller, founds a new organization called the Trilateral Commission. He invites future President Jimmy Carter to become one of the founding members. Zbigniew Brzezinski is the organization's first director.

1973 - The Club of Rome, a U.N. operative, issues a report entitled "Regionalized and Adaptive Model of the Global World System." This report divides the entire world into ten kingdoms.

Feb. 10, 1973 - Catherine Barrett, former president of the National Education Association, writes that "dramatic changes in the way we will raise our children in the year 2000 are indicated, particularly in terms of schooling. We will need to recognize that the so-called 'basic skills,' which currently represent nearly the total effort in elementary schools, will be taught in one-quarter of the present school day. When this happens - and it's near - the teacher can rise to his true calling. More than a dispenser of information, the teacher will be a conveyor of values, a philosopher. We will be agents of change."

April 1974 - Former U.S. Deputy Assistant Secretary of State, Trilateral and CFR member Richard Gardner's article "The Hard Road to World Order" is published in the CFR's "Foreign Affairs," where he states that: "...the 'house of world order' will have to be built from the bottom up rather than from the top down...but an end run around national sovereignty, eroding it piece by piece, will accomplish much more than the old-fashioned frontal assault."

1975 - Retired Navy Admiral Chester Ward, former Judge Advocate General of the U.S. Navy and former CFR member, writes in a critique that the goal of the CFR is the "...submergence of U.S. sovereignty and national independence into an all powerful one-world government..."

1976 - In the March/April issue of "The Humanist," Paul Blanshard writes: "I think the most important factor leading us to a secular society has been the educational factor. Our schools may not teach Johnny to read properly, but the fact that Johnny is in school until he is sixteen tends to lead toward the elimination of religious superstition. The average child now acquires a high school education, and this militates against Adam and Eve and all other myths of alleged history."

Fall 1976 - Radio operators all over the world begin receiving peculiar electronic pulses which they dub the "woodpecker." The woodpecker is later found to be Soviet weather engineers sending out man-made radio beams in efforts to alter the earth's weather.

1977 - The Trilateral Commission publishes official paper #13 entitled "Collaboration with Communist Countries in Mankind's Global Problems." The report recommends "Trilateral/Communist cooperation in nine areas of global concern" including "weather modification."

1977 - "The Third Try at World Order" is published. Author Harlan Cleveland of the Aspen Institute for Humanistic Studies calls for "...changing Americans' attitudes and institutions" for "complete disarmament (except for international soldiers)" and "for individual entitlement to food, health and education."

1977 - Carter signs UN charter removing US. sovereignty under UN military command.

April 1978 - The U.S. Department of the Army adds in its "Chaplain's Handbook of Religious Requirements" new religions which had become federally recognized and which could be legally practiced on all military bases throughout the world, specifically Satanism, witchcraft and other occult religions.

April 1978 - President Jimmy Carter sends a telegram to the American Humanist Association: "Those who participate in the annual meeting of the American Humanist Association are furthering a movement that greatly enhances our way of life. The work of your organization in this area is, therefore, especially gratifying to me, and I welcome this opportunity to applaud your important accomplishments."

Lester Mondale, brother of Vice President Walter Mondale, declares: "Humanists believe that traditional theism, especially faith in the prayer-hearing God, assumed to love and care for persons, to hear and understand prayers, and to be able to do something about them, is an unproved and outmoded faith. No deity will save us; we must save ourselves."

1979 - Referring to the report by the Warren Commission on the death of JFK, Nixon said: "It was the greatest hoax that has ever been perpetuated." He did not elaborate why he questioned the report.

Sept. 1980 - At a "Prelude to Victory" party given by Presidential candidate Ronald Reagan, Mr. Reagan is David Rockefeller, the leader of the CFR and the Trilateral Commission but earlier in his campaign, Reagan had promised to shun the directions of the Trilateral Commission. CFR member William Casey became Reagan's campaign manager, later CIA Director, George Bush, Trilateral Commission and CFR], was chosen as Ronald Reagan's running mate. Cabinet members included Secretary of State Alexander Haig (CFR), Treasury Secretary Donald Regan (CFR), Commerce Secretary Malcolm Baldridge (CFR), and Defense Secretary Caspar Weinberger (Trilateral Commission). When Reagan took office the national debt stood at $935 billion. By the end of his second term it had almost tripled to $2,572 billion.

1981 - Congressman Larry McDonald calls for comprehensive congressional investigation of the CFR and Trilateral Commission. Congress is urged to investigate these organizations.

1983 - "The Humanist" publishes an essay which proclaims that "the battle for humankind's future must be waged in the public school classroom...between the rotting corpse of Christianity and the new faith of humanism...and humanism will emerge triumphant."

1983 - Larry McDonald is killed along with 268 other passengers on Korean Air Lines (KAL) flight 007, shot down over Sakhalin Island in the Sea of Japan.

1984 - August 1, Australia's banking industry was de-regulated under the "Hawke" government. Sept 11, foreign banks invited to establish in Australia.

1985 - Gorbachev introduces Glasnost and Perestroika to USSR.

1987 - "The Secret Constitution and the Need for Constitutional Change" is sponsored in part by the Rockefeller Foundation. In it, author Arthur S. Miller says: "...a pervasive system of thought control exists in the United States...the citizenry is indoctrinated by employment of the mass media and the system of public education...people are told what to think about...a new vision is required to plan and manage the future, a global vision that will transcend national boundaries and eliminate the poison of nationalistic solutions...a new Constitution is necessary."

April 2, 1987 - Raymond English, Vice President of the Ethics and Public Policy Center, tells the National Advisory Council on Educational Research and Improvement that "critical thinking means not only learning how to think for oneself, but it also means learning how to subvert the traditional values in your society. You're not thinking 'critically' if you're accepting the values that mommy and daddy taught you. That's not 'critical.' "

July 8, 1987 - The "Arizona Republic" reports: "For reasons unknown even to weather experts, the temperature at Greensberg, Kansas, jumped 20 degrees in ten minutes." Bill Ellis, an observer for the National Weather Service, says: "I've never seen anything like it, and I don't know anybody that ever has."

Aug. 11, 1987 - The U.S. Patent Office grants Patent Number 4,686,605 to Dr. Bernard Eastlund, a physicist who is a consultant for the Atlantic Richfield Company. Dr. Eastlund also does work for the Defense Department's ARPA (Advanced Research Projects Agency). The patent is for a technology to "change the weather by redirecting the very high wind patterns." By bombarding the jet stream with high-intensity electromagnetic waves, Dr. Eastlund is able to divert it and alter the weather patterns in a particular area.

1992 - Los Angeles riots started from incident on Florence and Normandy. Many buildings torched in military- style action. National Guard called out. Citizens introduced to FEMA as friend and ally to the public.

1993 - Jan 1, European single market comes into operation.

1994 - Clinton proposes National Health Care. National ID card would be required. Australia tries to implement the scheme and fails. H.R. 666 passed by congress allowing illegal search and seizure. GATT agreement signed and implemented.

1995 - InfoPet injectable transponder introduced as a way to monitor pets.

1996 - April 28, Port Arthur, Tasmania 35 people shot dead by a single gunman. Australia introduces tough new gun laws and reforms shortly after.

2001 – 9/11

2002 - President Bush dispatches 100 senior civilian managers to live and work under the Appalachians, activating survival of federal rule after catastrophic attack on the nation’s capital.

Nobody in his right mind would call John Howard religious and yet he came out with this. Incidentally, Islamic Council of Queensland president Abdul Jabal said: "We don't celebrate Christmas but we support others doing so. It's a time of peace and sharing."
Nobody in his right mind would call Rabbi Mitchell Wohlberg or Rabbi Daniel Lapin Christian fundamentalists and yet they come out with this and this. Merry Christmas is NOT Offensive—Jews Should Protect Religious Freedom for Everyone.

Baron Bodissey came out with this: The shahids blow up women and children on buses; the disciples of Christ shoot abortion doctors. Same thing. Each group has its martyrs. Both groups demean and oppress women. Both groups fervently espouse life-destroying doctrines without regard for others. Theocons or mullahs — really, what is there to choose between the two camps? And he’s right, as I wrote of in the Case of the Christian Coffee Shop.

As Gates of Vienna’s tag states, this is a new phase of a very old war but this article sees it from a different angle, in the light of the aforementioned timeline. Part one touched on that angle in the quotes of Churchill, Wilson, Jefferson et al and continued, chronologically, in this article, using about 8% of my current material.
